Prisoner Of War In VietnamPOW) | international law. Prisoner of war (POW), any person captured or interned by a belligerent power during war. In the strictest sense it is applied only to members of regularly organized armed forces, but by broader definition it has also included guerrillas, civilians who take up arms against an enemy openly, or noncombatants associated with a military force. In the early history of warfare there was no recognition of a status of prisoner of war, for the defeated enemy was either killed or enslaved by the victor. The women, children, and elders of the defeated tribe or nation were frequently disposed of in similar fashion. The captive, whether or not an active belligerent, was completely at the mercy of his captor, and if the prisoner survived the battlefield, his existence was dependent upon such factors as the availability of food and his usefulness to his captor. If permitted to live, the prisoner was considered by his captor to be merely a piece of movable property, a chattel. During religious wars, it was generally considered a virtue to put nonbelievers to death, but in the time of the campaigns of Julius Caesar a captive could, under certain circumstances, become a freedman within the Roman Empire. As warfare changed, so did the treatment afforded captives and members of defeated nations or tribes. Enslavement of enemy soldiers in Europe declined during the Middle Ages, but ransoming was widely practiced and continued even as late as the 1. Civilians in the defeated community were only infrequently taken prisoner, for as captives they were sometimes a burden upon the victor. Further, as they were not combatants it was considered neither just nor necessary to take them prisoner. The development of the use of the mercenary soldier also tended to create a slightly more tolerant climate for a prisoner, for the victor in one battle knew that he might be the vanquished in the next. In the 1. 6th and early 1. European political and legal philosophers expressed their thoughts about the amelioration of the effects of capture upon prisoners. The most famous of these, Hugo Grotius, stated in his De jure belli ac pacis (1. On the Law of War and Peace) that victors had the right to enslave their enemies, but he advocated exchange and ransom instead. The idea was generally taking hold that in war no destruction of life or property beyond that necessary to decide the conflict was sanctioned. The Treaty of Westphalia (1. In the 1. 8th century a new attitude of morality in the law of nations, or international law, had a profound effect upon the problem of prisoners of war. The French political philosopher Montesquieu in his L’Esprit des lois (1. The Spirit of Laws) wrote that the only right in war that the captor had over a prisoner was to prevent him from doing harm. The captive was no longer to be treated as a piece of property to be disposed of at the whim of the victor but was merely to be removed from the fight. Other writers, such as Jean- Jacques Rousseau and Emerich de Vattel, expanded on the same theme and developed what might be called the quarantine theory for the disposition of prisoners. From this point on the treatment of prisoners generally improved. Test Your Knowledge. Wars Throughout History: Fact or Fiction? By the mid- 1. 9th century it was clear that a definite body of principles for the treatment of war prisoners was being generally recognized in the Western world. But observance of the principles in the American Civil War (1. Franco- German War (1. In 1. 87. 4 a conference at Brussels prepared a declaration relative to prisoners of war, but it was not ratified. In 1. 89. 9 and again in 1. The Hague drew up rules of conduct that gained some recognition in international law. During World War I, however, when POWs were numbered in the millions, there were many charges on both sides that the rules were not being faithfully observed. Soon after the war the nations of the world gathered at Geneva to devise the Convention of 1. World War II was ratified by France, Germany, Great Britain, the United States, and many other nations, but not by Japan or the Soviet Union. During World War II millions of persons were taken prisoner under widely varying circumstances and experienced treatment that ranged from excellent to barbaric. The United States and Great Britain generally maintained the standards set by the Hague and Geneva conventions in their treatment of Axis POWs. Germany treated its British, French, and American prisoners comparatively well but treated Soviet, Polish, and other Slavic POWs with genocidal severity. Of about 5,7. 00,0. Red Army soldiers captured by the Germans, only about 2,0. Soviet troops captured during the German invasion in 1. The Soviets replied in kind and consigned hundreds of thousands of German POWs to the labour camps of the Gulag, where most of them died. The Japanese treated their British, American, and Australian POWs harshly, and only about 6. POWs survived the war. After the war, international war crimes trials were held in Germany and Japan, based on the concept that acts committed in violation of the fundamental principles of the laws of war were punishable as war crimes. Soon after the end of World War II the Geneva Convention of 1. Geneva Convention of 1. It continued the concept expressed earlier that prisoners were to be removed from the combat zone and be humanely treated without loss of citizenship. The convention of 1. The protections given prisoners of war under the Geneva Conventions remain with them throughout their captivity and cannot be taken from them by the captor or given up by the prisoners themselves. During the conflict prisoners might be repatriated or delivered to a neutral nation for custody. At the end of hostilities all prisoners are to be released and repatriated without delay, except those held for trial or serving sentences imposed by judicial processes. A prisoner of war (POW) is a combatant who is imprisoned by an enemy power during or immediately after an armed conflict or war. International law defines who qualifies as a prisoner of war as persons captured while fighting in the military. Rules on the treatment of prisoners of war extend only to combatants, excluding civilians who engage in hostilities (who are defined by international law as war criminals) and forces that do not observe conventional requirements for combatants as defined in laws of war. In the history of war (which covers basically all of human history) attitudes toward enemy combatants who were captured has changed. In the most violent times, no prisoners were taken—all enemy combatants were killed during and even after they ceased to fight. For most of human history, however, combatants of the losing side and, on many occasions, their civilians also were captured and kept or sold as slaves. While the concept of prisoner of war and their rights emerged in the seventeenth century, it was not until the beginning of the twentieth century that these rights began to be specified and an international definition attempted. The Geneva Conventions of 1. While not all countries have been willing or able to abide by these rules on all occasions, nonetheless the existence of the standards of treatment that are expected of other human beings, formally considered to be enemies, is a great advance for humankind. Until all societies can learn to live in peace and harmony, humane treatment of those who were involved in violent conflict but have capitulated or been rendered harmless, is a step toward reconciliation and forgiveness. Definition. Did you know? To be entitled to prisoner of war status, the captured service member must have conducted operations according to the laws of war. To be entitled to prisoner of war status, the captured service member must have conducted operations according to the laws and customs of war: be part of a chain of command and wear a uniform and bear arms openly. Thus, franc- tireurs, terrorists, and spies may be excluded. In practice, these criteria are not always interpreted strictly. Guerrillas, for example, may not wear a uniform or carry arms openly yet are typically granted POW status if captured. However, guerrillas or any other combatant may not be granted the status if they try to use both the civilian and the military status. Thus, the importance of uniforms — or as in the guerrilla case, a badge — to keep this important rule of warfare. Alternative definitions. Some groups define prisoner of war in accordance with their internal politics and world view. Since the special rights of a prisoner of war, granted by governments, are the result of multilateral treaties, these definitions have no legal effect and those claiming rights under these definitions would legally be considered common criminals under an arresting jurisdiction's laws. However, in most cases these groups do not demand such rights. The United States Army uses the term prisoner of war to describe only friendly soldiers who have been captured. The proper term for enemy prisoners captured by friendly forces is Enemy Prisoner of War or EPW.[1]Hague Convention. The Hague Convention of 1. POW status.[2] This convention states that. Prisoners are in the power of the hostile capturing government, not the actual captors; and must be treated humanely and that their belongings remain theirs (with the exception of arms, horses, and military papers)Prisoners may be interned in a town, fortress, or other similar facility but cannot be confined unless absolutely vital to public safety. The capturing state may put prisoners to work, but not for the war effort and must pay wages to the prisoner upon their release. The capturing government is responsible for the well- being of prisoners and barring some other agreement must house and board prisoners to the same standards as their own soldiers. Relief societies for prisoners of war must have access to the prisoners. Prisoners must be able to contact representatives from their states. Prisoners are bound by the laws of their captor state. The Geneva Convention. The Geneva Conventions of 1. The Geneva Convention defines those who can be considered POWs, including members of a foreign nation's army, a hostile militia member, members of an army raised by a nation not recognized by the detaining state, civilians with combat- support roles, and civilians who take up arms. This convention also stipulates that those defined as POWs must be afforded every right of a POW from the time they are captured until their repatriation. History. Ancient times. For most of human history, depending on the temperament of the victors, combatants of the losing side in a battle could expect to be either slaughtered, to eliminate them as a future threat, or enslaved, bringing economic and social benefits to the victorious side and its soldiers. Typically, little distinction was made between combatants and civilians, although women and children were more likely to be spared, if only to be raped or captured for use or sale as slaves. Castration was common in Ancient Greece, and remained in practice in Chinese dynasties until the late nineteenth century. Middle Ages. During the Middle Ages, religiouswars were particularly ferocious. It was during the seventh century that Islamic concept of Ma malakat aymanukum was introduced in the Divine Islamic laws of the Qur'an, where female slaves obtained by war or armed conflicts were defined as the only persons to be used for sexual purposes. During this time, extermination of heretics or "non- believers" was considered desirable. Examples are the Crusades against the Cathars and the Baltic people in the thirteenth century.[4] Likewise the inhabitants of conquered cities were frequently massacred during the Crusades against the Turks in the eleventh and twelfth centuries, or during the Muslim and Ottoman Turkish incursions in Europe throughout the period. Thus, there was little concept of prisoner of war during this time. Rulers and army commanders, however, were frequently used to extract tribute by granting their freedom in exchange for a significant ransom in treasury or land, necessitating their detainment until the transaction was complete. Seventeenth to mid- twentieth centuries. In 1. 62. 5 the Dutch philosopher Hugo Grotius wrote On the Law of War and Peace, which defined the criteria for just war as he saw it. In Grotius' just war, warring states would aim to do as little damage as possible, which is one result of just wars occurring only as a last resort. A part of causing as little damage possible was the treatment of enemy combatants. Grotius emphasized that combatants should be treated humanely. The Treaty of Westphalia of 1. Thirty Years War, is considered the first to establish the rule of releasing prisoners at the end of hostilities and allowing them to return to their homelands.[5]French philosopher Montesquieu wrote The Spirit of Laws in 1. POWs. Montesquieu opposed slavery in general and afforded many rights to prisoners. In this work he argued that captors have no right to do any harm to their prisoners. The only thing captors should be allowed to do is disarm their prisoners to keep them from causing harm to others.[6]During the nineteenth century, there were increased efforts to improve the treatment and processing of prisoners. The extensive period of conflict during the Revolutionary and Napoleonic Wars (1. Anglo - American War of 1. A cartel was usually arranged by the respective armed service for the exchange of like- ranked personnel. The aim was to achieve a reduction in the number of prisoners held, while at the same time alleviating shortages of skilled personnel in the home country. Later, as result of these emerging conventions a number of international conferences were held, starting with the Brussels Conference of 1. Although no agreements were ratified by the participating nations, work was continued that resulted in new conventions being adopted and becoming recognized as international law, which specified that prisoners of war are required to be treated humanely and diplomatically. The first systematic treatment of prisoners of war came during the American Civil War during which the political philosopher Francis Lieber wrote Instructions for the Government of Armies of the United States in the Field for the Union army.[7] This work attempted to codify the laws of war, including those relating to the treatment of POWs. It is estimated that there were 4. World War I. Austro- Hungarian POWs in Russia; a 1. Prokudin- Gorskii. During World War I about eight million men surrendered and were held in POW camps until the war ended. All nations pledged to follow the Hague rules on fair treatment of prisoners of war, and in general the POWs had a much higher survival rate than their peers who were not captured.[9] Individual surrenders were uncommon; usually a large unit surrendered all its men. But such a balance is precarious. And when that balance is lost, the cycle begins: Hate begets Destruction. Destruction begets Terror as Terror begets Hate.". Josen(src)A group of Demon Hunters. Demon Hunters are relentless vigilantes who execute their infernal targets with an arsenal of ranged weapons at their full disposal. They crouch and take aim far from danger, relying on bows, deadly traps, and projectiles to swiftly bring an end to the creatures that haunt their world. With sweeping blasts of shot, wide salvos of arrows and timed explosives at their disposal, Demon Hunters excel at devastating groups of foes who cluster together. Hunters’ pinpoint accuracy also allows them to deal with stronger monsters at a distance: they can snipe at key targets or fall back while snapping off kill shots at advancing foes. However, demon hunters’ focus on ranged combat and limited melee- weapons training leave them in danger when they’re cornered or surrounded. Evasive skills like defensive rolls and jumps, as well as targeted attacks that hamstring and slow enemies, are as crucial to survival as any arrow in a hunter’s quiver. The Demon Hunter sigil. Sworn to the destruction of the creatures of the Burning Hells,[1] the Demon Hunters are few in number[2]—only in the hundreds[1] and do not owe their allegiance to any one king or country. Rather, Demon Hunters are those who have lost their homes and loved ones to demonspawn. When their homes are burnt and their families butchered by demons, most newly scarred refugees give up on living – but a few bury their dead, band together, and swear vengeance.[2] It was from one such act that the creed of the Demon Hunters was created.[3]There is something in all Demon Hunters that gives them the strength to resist the demonic corruption that would drive lesser men to madness. They hone this power, for their resistance to this taint enables them to use the demons' power as a weapon.[1] Yet they dare not dream of victory, or, even less likely, peace. They cannot hope to return to their former lives, and are perpetually at war within themselves, striving to balance their hatred of demons with the need for discipline. But still, they hunt, hoping that if they can save but one life from the forces of Hell, the world will be better for it. Haunted by their pasts and fueled by vengeance in the present, they can do nothing else.[2]A female Demon Hunter. Demon Hunters are feared by some of the same people they aim to save. Some say that Demon Hunters are no better than the demons they hunt, that they bring death and destruction with them. And indeed, sometimes, a Demon Hunter loses their ability to control their fear or hatred, and consequently lose themselves to their violent impulses.[4] Criminals among the Demon Hunters are given three days worth of food and water and banished.[5] Many Demon Hunters' eyes glow with hellfire, due to peering into demons and seeing vengeance.[4]The Demon Hunter order is currently based in the Dreadlands. This is so they can live and train without the interference of any nation that would worry over having such a group camped within its borders.[1] Additionally, the abundance of demons and other foul creatures in the area gives recruits plenty of opportunities to hone their skills.[6] At any given point in time, over half of the Demon Hunters are operating outside the Dreadlands, hunting down hellspawn wherever they may be found in Sanctuary.[1] Few traditions exist within the order, as every Demon Hunter must walk their own path. However, a master can still train an apprentice Demon Hunter, and may even pass on their armor to their apprentice—an honor that few apprentices would refuse.[7] The Demon Hunter order is led by the Order- masters; only those who fully temper their hatred with discipline earn the right to bear their sigil.[8]Tactics and Capabilities. Edit"We can wear the demons’ armaments, their very flesh, upon our bodies, and become something more than human — a nightmare reflection of demonkind — to sow chaos and death among them.". Esche Maithe(src)Demon Hunter attire. Demon Hunters train to hold back the darkness with unconventional combinations of weaponry and fighting styles that only they can employ. They are masters of the hand crossbow – quick- reloading, fast- firing ranged weapons that they use to turn demons into their temporary quivers. Demon Hunters are so adept in the hand crossbow’s use that they can dual wield them. Other elements of their arsenal include longbows, grenades, and hand- thrown weapons. When hunting packs of demons, Demon Hunters rely on traps to deal with their foes. Demon Hunters can also wield apocyral magics, to sneak through the shadows and deal with their prey, or escape their foes' notice. Fledgling Demon Hunters wear light, flexible leather to guard their wrists and throat, and hoods to hide their faces and blend in with shadows. As they grow in skill, they may don more protective armor, that also allows them to store more of the gear on which they rely to hunt their foes.[2] Demon Hunters can also wear armor worn by demons, and can even wear demons' flesh in an effort to sow chaos and death among their foes.[9] Fear is one of the greatest weapons in a Demon Hunter's arsenal, and whenever possible, they use this to make their foes break ranks so they can be picked off.[1. Demon Hunter OutliveDemon Hunter Class MountThe Demon Hunter was introduced as a character built around ranged combat. They can dual- wield crossbows, launch explosives, place traps, and cast shadow magic (which complements their dark nature). Due to these capabilities, this class is apparently a combination of both the Amazon and Assassin classes from Diablo II. Blizzard made the Demon Hunter darker than the other classes as they wanted a character that would have a different feel from the others. Demon Hunters mostly use Physical damage, with a portion of Fire skills, but can tune their skills to deal Lightning or Cold damage. Some, very few, runes were originally dealing Poison damage as well, but were changed to Cold after patch 2. Unlike the other classes, the Demon Hunter uses two resources – the fast- regenerating Hatred (used for offensive skills) and the slow- regenerating Discipline (used for tactical skills and evasion). The class resource orb is divided in two halves accordingly – the left half (red) represents Hatred and the right half (blue) represents Discipline. Demon Hunters are very poor at absorbing damage, but have the largest assortment of skills that allow evading it altogether. In group, they deal very high damage from considerable range, supporting their allies by Slowing, Immobilizing and Stunning enemies. Three types of Demon Hunter- exclusive items exist in game: Quivers, Hand Crossbows and Cloaks. Demon Hunters typically use ranged weapons in combat, although some custom builds for melee combat exist as well. Demon Hunters can dual- wield Hand Crossbows, but not any other weapons. There are five Demon Hunter class sets in game. All Demon Hunter skills are based in the Hatred/Discipline. The Demon Hunter's dual resources grants them access to a wide variety of offensive and defensive abilities, making them uniquely suited to deal with a large variety of situations. Hatred fuels offensive abilities while Discipline fuels the Demon Hunter's tactical abilities. Both ability types must be used in tandem to exploit the maximum efficiency of the class. The Demon Hunter's split resources can be a double edged sword however. Exhausting all of one does not leave them completely helpless, but locks them out of half of their skillset, greatly reducing their capabilities. Learning to balance the two resources effectively is a key pillar of mastering the Demon Hunter. The Demon Hunter's Active Skillset is divided into six sub- categories: Primary Attacks, Secondary Attacks, Defensive Maneuvers, Hunting Skills, Devices, and Archery Skills. Many of these require a ranged weapon to be equipped. Rockets are a special mechanics of the Demon Hunter skills, providing independent fire support when necessary. Non Thareechit, animator(src)A Demon Hunter. The Demon Hunter was the last class developed for Diablo III's base game, and it was intended that the class reflect the series's dark themes.[1. The developers always knew that the game's fifth class would be a ranged one. The earliest designs depicted a woodland hunter, but the character was deemed to lack an edge. Revisions showing him with a pair of swords were popular, but this drifted away from the class's original intent. A desert ranger class was also explored,[1. Thus, it was decided to reboot the class's development. In the revised concept, the hero was designed to have a gothic feel. The designers wanted the class to have a unique insight into the coming demonic invasion, and began exploring how the class might wield demonic artifacts and runes against his foes. With this "hunter of demons" taking shape, the demon hunter class was thus settled upon.[1. Demon Hunter — Free listening, videos, concerts, stats and photos at Last. A film fényképezése egészen egyszerűen lenyűgöző, nemcsak a lehető legjobb stílust választották, amelynek élvonalbeli mintapéldája Soderbergh operatőri munkája pl.
